The Centre for Co-operative Management, Gopalpur-on-Sea, Ganjam is functioning in a building called as Yatton Hall Estate at Gopalpur-on-Sea, Ganjam consisting of the holding in MouzaUdayapur No. 170, Thana-Gopalpur, Taluk-Berhmpur, Dist.-Ganjam under Patta No. 114 measuring a total area of 22.85 acres of land with all building & structures. Record says that Yattan Hall is the name of a Hotel which was established before the year Nineteen Hundred some time during 1870 to 1900. At that time Gopalpur port was the only port in Odisha which provides conveyance of the people of South Odisha for their trading activities with the South East Asian countries. The Britishers had resorted Gopalpur-on-sea for better climateandecho-friendly atmospheres of the area for which the Hotel Yatton Hall was built for their accommodation. The owner of the Hotel was Fredric Minchain a Britisher. After the death ofMr. Fredrick, his wife managed the Hotel. Subsequently the ownership the land of the building came to one Sri Santosh Kumar Chongdar of Kolkata. The then Cooperation & Forest Department, Govt. of Odisha purchased the land by sanctioning an amount of Rs. 80,000/- & placing the funds with the Chief Engineer (P.W.D), Berhampur who had executed the sale deed on 28^th March 1956. Although the land belongs to the Govt. the land stands in the name of works Department instead of Cooperation Department. As per the practice prevailed that time whenever Govt. purchase any land, place the funds with Works Department for maintenance and development of the Building.

Prior to 1962 the Co-operative Training was managed by the State Govt. in Cooperation Department directly. There were two Govt. Training Institutes as No-I & No-II were functioning at Gopalpur-on-Sea. The Govt. Training Institute No.-I meant for imparting training to the Supervisors personal of Central Coop. Bank & for the employees of the primary societies. The Govt. training Centre No.-II was meant for imparting Basic Training on Cooperation to the Departmental Coop. Inspector /Officers.  But in the year 1962 the Govt. has transferred the administration of the Govt. training Institute No-I & II to Odisha State Coop. Union. As the records of rights of Yatton Hall Estate wrongly recorded in the name of Works Deptt.instead of Cooperation Deptt., continuous efforts have been made since 1984 at the office of the State Cooperative Union, Registrar of Coop. Societies, Odisha as well as Coop. Department level for correction of ROR but the same has not yet been done. On the instruction of the RCS (O) the DRCS, Berhampur & Principal, CCM, Gopalpur-on-Sea moved to Tahasildar, Berhampur for correction ROR. The revenue court / Tahasildarneeds a copy of the sanctioned order of Rs. 80,000/-of the then Cooperation & Forest Deptt. vide order No.– 9832/C&F dt-28.12.1955 for necessary correction of ROR. In spite of sincere efforts by the Deptt., RCS(O) and by the Union Office level the said letter could not be traced out. As it is a quite old record the said sanction order was not available with any concerned office.
